It is a new fan, growth. They often begin when the paph is in bloom

Yes, that is a new growth. With a vigorous hybrid like that it should be well on its way to bloom about the same time next year, when this new fan of leaves is mature. Perhaps sooner. The next few weeks would be an ideal time to repot so the new roots that will develop soon will establish the plant in fresh media.

Mine is in fine bark, somewhat old which makes it more water absorvent. With new bark, I guess it will need something more to keep it moist.

This was a good question to ask. The mix it's presently in looks quit old. Ask six Paph. growers what mix to use and you'll probably get six different answers. A lot depends on your growing conditions.

A 50/50 moss/bark mix has worked alright for me so far. In an air cone pot--love those things.

No, if you ask 6 Paph growers you could easily get 18 different answers. Few serious Paph growers could get by without at least 3 different mixes for a diverse Paph collection.

This one should do well in a wide variety of mixes as long as you adjust watering practices to match the mix. Medium bark with some sphagnum and perlite would be a good starting point.
