Actually I've been watching it, and I suspect the second bud has stopped developing. I was very surprised to see it to begin with, since this isn't a hybrid that's prone to being bifloral. My guess is that, perhaps in a really, really good year it might produce 2 flowers on a spike, but one is going to be more typical.
