Peak season is Jan-Mar.

However, you can initiate blooming by giving them a couple of weeks with cooler nights (at least 10 deg F cooler than norm). That will induce mature fans to form buds, and they bloom about 5 months later.

So, if you count backwards, you can see that Jan-Feb blooms are induced by dropping temperatures in Aug-Oct.
