I don't have any paph seedlings ( as yet, am getting a flask of my selfed paph lowii later this year ) - so it wasn't me.
I did say that - at the time - I don't spray my phal seedlings. However I subsequently had a bad experience with some zygo seedlings - I lost 95% of them to a fungal infection. All my seedlings are together as I don't have the space to separate them. So currently I have various phals, miltoniopsis, various zygo and a couple of bulbophyllum seedlings co-located. I couldn't isolate the root cause of the zygo problem - so instead decided to spray ALL my plants with a fungicide on a regular, preventive basis. The recent seedlings deflasked were all bathed in Thiomyl. I also bought a 1g sprayer - so everything gets sprayed with the fungicide and it works out very well in terms of time and effort. Those small spraying bottles were a real pain.
I can tell you that since I started doing the above, the 5% of the zygos that I had left and the new zygo deflaskings all appear to be doing well, seemingly cured. Everything else is fine too. I have posted updates to most of those.
Believe me, if I had a choice I wouldn't spray anything with fungicide and rely instead on neem oil or rubbing alcohol or cinnamon extract. Those just didn't work for me with all the seedlings I have. In fact if I just had phal seedlings, I would probably just stick to the natural kinds of fungicide. But I had to bring out the really big gun !
