A couple questions:

When paphs finish blooming should the spike be cut off at the base?

Is this the time to repot and should I continue to feed them, if so same amount or decrease the fertilizer??

Yes cut off at the base. You can repot and new growth will start soon if it hasn't already, so keep up fertilization.
