Thanks for your kind link. I've checked Leo's site immediately. The sad subject is: "USA orders only, no foreign orders please. The cost of paperwork for international orders is too high."
The United States are that way building higher and higher barriers for international trading. It has become easier to import plants from Taiwan or South America. And I know some fine nurseries in Europe, where we need no paperwork. But thanks again.

Leo is a small grower. The money and headaches it would cost him to get a CITES export permit would most likely not be worth it for him. Even if he has a CITES export permit I can guarantee you the price on his website would increase significantly for out of country orders. If the growers you site in Europe are exporting to other countries I'm guessing that they are just plain ignoring CITES. Eventually they will get caught. I know I can't order anything from another country without CITES paperwork. Not even from Canada our nearest neighbor. So it cuts both ways.
