Paph Ho Chi Minh is definitely not a bulldog, but it has nothing to do with being a primary vs. complex hybrid.
Bulldog Paphs are hybrids derived primarily from species from Paphiopedilum subgenus Paphiopedilum section Paphiopedilum, like Paph insigne, charlesworthii, druryi, exul, villosum, gratrixianum, spicerianum etc. Paph bellatulum from subgenus Brachypetalum often plays a part too, contributing to the characteristic rounded shape and heavy texture of many bulldogs.
Bulldogs may also be called Toads or "Complex" Paphs, but "Complex" was first used for this group before complex hybrids existed among other types of Paphs. A primary or near primay hybrid from this group could also be called a bulldog. Look for a picture of Paph Winston Churchill and you'll know what a bulldog looks like.
Paph Ho Chi Minh is primary hybrid of species in Paphiopedilum subgenus Parviflorum.
