Both parent species (sargentianum and longifolium) are variable in size, though, up to and including compact varieties that are a fraction of the "normal" size. So, depending on the breeding line, you could end up with a small to modest sized plant having a shorter flower spike. However, the big, classic S.A. is a monster.
Also, in phrags, first time bloomers are usually not at full size. As the plants mature, and put on multiple growths, subsequent fans, spikes, and flowers are often larger. So, depending on how old your plant is, it may take several years or more before you'd see a massive spike. And because they are sequential bloomers, it might take months before an individual spike reaches full height.
