Phrag kovachii is legal to sell and own in the US if they're from a vendor that acquired it legally. And these cost a fortune, no matter which source you get it from. Especially if they're blooming sized plants.
Even if the nursery does ship to the US, it will probably cost you a lot of money, (and time), to get it into the US legally.
CITES certificates and phytosanitary papers are not cheap, even from South Africa, and yes, I have imported plants from there, so I know how much it costs. By the time you purchase that one $120 Phrag kovachii, and then you pay for CITES and phytosanitary papers, as well as shipping, you're probably looking in the ballpark range of around $300, (probably a bit less than $300, but it'll be close to that number).
You will also need an import permit.
On top of that, I don't know if this nursery has a minimum order amount for international shipping. This is something to consider.
Btw, the USDA is not your friend, they know they have the power to jerk you around, and they will do it if they see fit. They don't always do it, but they can.
Pick your poison - go through the hassle of importation and pay the same price as you would here in the US.
Or…
Buy one here or from a South American vendor that regularly offers them to the United States without the hassle of dealing with importation papers for roughly the same price.
The choice is yours...
