Default Phrag Nicholle Tower

Perhaps someone can explain what is happening to my Phrag. I have a 'shoot' growing from the base of one of the bottom leaves.

I originally thought it was a root but now I don't think so. It doesn't look much like a new lead growth, but I also don't expect a spike from this location.

Also - it's my first Phrag - not sure if I should be repotting? It has had a fair amount of leaf and root growth since I bought it...

Any thoughts??

this is the beginning of a new fan, give it a little more media at the base of the plant to cover the roots....very good growing!
