The pitcher is Federally listed, so no individual, dug from the wild nor cultivated, can be taken across state lines, nor exported to another country, without a permit. Federally listed plants also can't be harmed in the wild.
States vary in their treatment of endangered plants. In Arizona ALL native plants are protected, unless they're on your land or they're Federally listed.
The Cyrtopodium is not on the Federal list, so Florida law would govern how it's treated.
