My Laelia anceps won't bloom...any advice?

I'm surprised that you had rot problems from rain. Mine get watered every day in summer, every 2-3 days in winter (depending on the weather) However, all are either mounted or in open baskets, so they are dry in a few hours. Summer humidity is likely lower than yours, though at least the last two summers it has been high enough for lots of complaining (close to 60% at mid-day)
