Dehydrated Cattalaya orchids

I just recieve 4 bare root cattleya orchids and they are so dehydrated. Lots of hollow dry roots but leaves look ok. The bulbs are a little shriveled. Is it safe to soak them for 24 hours in rain water to rehydrate them? Thank you. This is my 1st post.
