I doubt that fertilizer has anything to do with the smaller size of new growths. Most orchids simply don't need much fertilizer, and that you are even thinking about things like magnesium sulfate and calcium supplements along with regular fertilizers is enough to tell me your orchid is probably getting all the nutrients it needs. Just fertilize regularly but lightly, and use supplements occasionally and you have it covered. And yes, charcoal is a good choice for media in a tropical country where the bark and moss mixes might break down too fast. Mix in a small amount of organic material rather than pure charcoal.
The more likely causes of small growths are not enough light, or the plant is stressed because nighttime temperatures stay too high. You haven't said anything about those aspects of how you grow your orchid.
I think this may be a somewhat unusual type of hybrid, and a better picture of the whole plant including the spike would be helpful in identifying it. It won't be possible to be certain of a name, but even knowing the general type more specifically than Cattleya alliance might help with providing better conditions.
