Why have you stopped fertilizing completely? I use both fert and kelpmax. If your psb are shriveled maybe you need to water a bit more. I have to water my smaller up to 4 inch pots about every other or every 3 days. There doing much better than before when I was really under watering. But I still have a few that I have not gotten to bloom yet and it's been at least 2 years that I have had them. I think the larger Catt's take longer than the mini ones to bloom.
