Nope. Its much higher up on the p-bulb and is above the joint that connects the upper and lower halves of the bulb. Its pretty close to the top of the picture (ie. the first one you posted) on the right bulb. Its a small (very small!) wedge, with the wide part on the bottom and the narrow part pointing straight up.
