Nope. Its much higher up on the p-bulb and is above the joint that connects the upper and lower halves of the bulb. Its pretty close to the top of the picture (ie. the first one you posted) on the right bulb. Its a small (very small!) wedge, with the wide part on the bottom and the narrow part pointing straight up.

That's not the backup eye. It's simply the remains of the papery covering on the pbulb.

The owner took a look at the cattleya and confirmed that there was something wrong. He didn't really mention anything about why there were dark eyes, though. I'm just glad that there's nothing wrong with the new cattleya.
