I agree with Steve. While it may look dehydrated, it may be because there are few ( or no roots) If this is the case, rotten roots must be removed, ( mushy/soft brown ) and the whole orchid must be re-potted. I usually strip the outer rotten brown exterior off, and leave intact the hard inner core. I re-pot into damp medium, and put the whole thing into my greenhouse. No sun; just low light for a while.
