Default Cattleya labiata shield is roting

Last year his first flowering was missed for the same reason. This year the same problem arrise, I slower down a little bit the darking by applying some cinnamon powder.
Is this problem arises because the cattleya labiata has a double enveloppe in his shield and that some humidity can stay between the two membranes?
What can I do to avoid this situation and save the flowering of this year.
Many thanks in advance for your good advices.

Better remove the outside sheath, to prevent rotting everything.
Keep it on the dry side. Maybe you can save it.

I know a grower from our society who makes a horizontal cut across the flower sheath and removes the top half as soon as the buds show sign of growth. She does this to prevent collection of moisture that lead to rot problems.

Great picture - I have not seen a double sheath on a Cattleya before. Thank you.

The double shield, I think this is typical of the cattleya labiata.
