I water my catts with regular tap water and the pH is even higher than yours. If you are concered with pH add the fertilizer as recommended on the label and then check the pH again. If you want to lower it you can use vinager. It takes about 1/4 teaspoon per gallon to lower my pH from 7.4 to 6.5.

7.1 is nearly neutral. I wouldn't worry about lowering it at all in bark. Addition of most water soluble fertilizers will buffer toward a specific pH depending on the fertilizer and its intended use, and most organic media are naturally acidic as well. More important than the pH of your tap water is the buffering capacity, and a set amount of vinegar or citric acid can cause a much larger or smaller change depending on the quality of your water. The only way to know is to try, but as I said, I wouldn't worry about 7.1.

PaphMadMan is right - AND - you shouldn't really try to rely on a fertilizer to lower the pH.

Assuming your water has a reasonable level of dissolved minerals in the first place, the addition of a fert shouldn't do too much anyway.

I assume we are talking about Apple cider vinegar not white vinegar?

It doesn't matter you can use any kind of vinager but you don't need very much. Put a 1/4 teaspoon in a gallon and recheck the pH. It may only take half that.
