I don't think that fluorescent lights year round are enough to get it to bloom. But yours are outdoors in the summer and budding, so that doesn't seem to be the problem. The fall tends to be a little drier here but I make no special effort to dry it out.

One year I had mine develop many spikes that then dried up instead of blooming. Once the buds have developed I try to keep it evenly moist (they are all mounted) and to avoid cold drafts and it has bloomed every year since. I get a a lot of blooms all at once (mine is budding up now). Other growers seem to get flowers more often.
