I guess it’s a stupid question, but I’m referring to the two small leaves that have both grown together (at the same time). I actually thought it would just provide one folded leaf that would open. It didn’t happen that way

They tend to have some bifoliate leaves when they are young. As you can see it has grown out of that phase and all the newer larger growths have one leaf

yes, these can have two leaves when they are younger. Some off season growths on older plants have them too...
