Generally, I would say this is too small to bloom. You'll probably need at least a few more mature growths before you see flowers. Plant looks good!

No such thing! I've only seen this species blooming in 4" baskets that are overflowing with large bulbs.

It's age ... I will try to answer.

(a) The dark-green leaf is fully grown, it is an adult.
(b) The light-green leaf is juvenile. It will grow larger still and then form a bulb.
(c) The shoot is, so to speak, a 'baby' ...

You might want to give your plant much fertilizer now.
Dissolve 150 ppm in good water and spray on the compost every day.
