im looking to purchase a flask of cycnodes seedlings online. do they still need to go through dormancy?

If you can keep your temps warm, then no they don't.

so would you just treat them lycatse seedlings? so it's best to keep them growing then instead of having them go dormant? they say wit lycatse seedlings its best to keep them growing and not let them go dormant so they can keep on growing and produce new and bigger psedobulbs

When I grow this family (Ctsm) from flask I don't let them go dormant for three years. By this time they are big enough to go into their own pot and treated the same way I treat the adults.

You are correct, I also do Lyc the same way.
