Clowesia dodsoniana originates from the warm to hot lowlands of the Pacific coast of Western Mexiko.
All my russelianas, dodsonianas, thylaciochilas and roseas go to dormancy. Rosea was the first in the beginning of October, the others followed 4 weeks later. There is only one exception: Clowesia warscewiczii is from higher year round humid areas. This species is easily killed by forcing it into winter rest.
If your Clowesia dodsoniana has not yet finished its growth cycle, it is probably because it started late in spring. So let it finish the bulb, keep it a bit on the dry side with longer intervalls between watering, but do not force the rest.
