Unhappy shriveled cycnodes

Hi. I will begin by saying I know that I'm in a predicament. I purchased a cycnodes wine delight late fall 2013, and it had arrived w/o leaves. Since I habitually overwater, I only watered once or twice. I ignored it till jan and only then realized it became a shriveled husk. I still didn't water because I read not to during dormancy. In the past month or so it has developed a 1/16" growth and a root is peeking. Now is there any chance on this planet that it will mature and possibly bloom? If not, what can I do to promote a new cane for next season? The 2013 cane is only 2" tall. HELP! Thanks
