you can wait for the roots to be about three inches long before start watering. the old PB is not severely shriveled but i do think i am seeing some previous infection sign from the PB.
the old PB may rehydrate after the new growth develop sufficient rooting system. no worries

Boggie, I can't tell how thick is still the old pseudobulb that starts new growth, but it does not look so bad. You did good not to water this and give it needed rest. Maybe your pseudobulb wasn't filled enough prior to winter rest, however they do shrivel like this during the winter time. I would probably still hold watering till new growth is bigger, at least some 3 inches, or has roots some 5 inches. If you will start watering now, you are risking killing new baby growth. If you decide to water, try to avoid any water on this new growth, and water only very lightly. I am attaching few pics of my different catasetum plants as they are potted some 3 weeks ago with new growths, some old pseudobulbs are shriveled like yours, but my new growths were already big enough to pot and start watering.

Many thanks catasetum-ian, I actually got all the catasetum family plants last year only, so this was first ever winter rest:-) They seem all perfectly fine and healthy!
