you can wait for the roots to be about three inches long before start watering. the old PB is not severely shriveled but i do think i am seeing some previous infection sign from the PB.
the old PB may rehydrate after the new growth develop sufficient rooting system. no worries

Maybe your pseudobulb wasn't filled enough prior to winter rest, however they do shrivel like this during the winter time.
