Well, hate to disappoint. It's used on fencing when the holes are big enough (cattle panel for example) for the goat to stick its head through because there's a bush or greener looking grass outside the fencing. Goat sticks head through, can't get back out because of horns getting stuck. Goat yells like a toddler in distress and won't stop. Neighbors text to see if everyone is okay. Trek back a couple acres to release goat. Most goats learn within a couple of tries not to do it anymore. But some goats (see goat shown above) never learn.

It irritates the owner and the goat ends up with the goat equivalent of the cone of shame.
