I looked at the photo again, and I think you're right!
The true
Bulbophyllum restrepia,
does not have the "synsepaline tail", (I'm not even sure if this is an actual term to describe what I see in the picture), but the Bulbophyllum in this pic has it.
It almost looks like it could be a natural hybrid between
Bulbophyllum restrepia and
Bulbophyllum contortiseplaum. Or it could be a whole different species altogether, but be closely related to
Bulb. restrepia.
Hmmm....interesting...
