Yes, it is safe for Orchids. I use it myself when I have a bigger problem then Neem oil or Insecticidal Soap can help with. Make sure you follow the directions and use ventilation etc. You should be fine.
I have also sprayed very *liberally* with it and had no problems to my plants or *cough* me as of yet.
