If I put it in a shadier spot, is it possible for the leaves to return back to their original color? Or is the damage done and perminant?

It's not damage. It's normal pigmentation; think of it as a plant getting a suntan. It probably won't go away, though. The small leaf probably won't grow to normal size.

The plant will grow new leaves. In more shade they will be more green. In a 1-2 years you won't be able to see the purple ones unless you lift up the green ones.

Some Phals always have purple undersurfaces to the leaves; most have purple collars where the leaves attach to the stems.

As many others said, too much light. Put it in a slightly shadier spot.
Indoor windows start getting way more light as the sun drops lower in the sky in the fall. Good for high light plants, but can scorch something like this phal, or a paph.
I think with backing that plant off the window a bit (good indirect light) - you will have minimal damage to that plant.
Also - your watering seems fine - the medium looks dry, but the plant seems to have good stiff leaves, no wrinkles, but I would agree at the time you took the picture was probably watering day.
