Default Winter rest for Den.with new leads/keikis on Sep?!

Hey guys, i’m a newbie to orchids here and I am a bit worried about my orchid. I was gifted this orchid last year and to my best understanding it is Dendrobrium Nobile. Please correct me if I am wrong.

I did not take care of the plant properly last year, just normal watering for the whole year and just got into it recently. I have some questions and hope you guys can help me out

1. I went for vacation for a month and asked my friend to help water the plant. He ended uo soaking the roots in water for hours and always forgot to drain it. When i came back, the upper part of the mother cane has turned yellow, a bit soft and no leaves left. (The leaves have started to fall off since May i think). The lower part is still healthy. Is this the result of overwatering? Should I leave the cane like this or should I chop that part off? I have checked the roots they seem healthy, no rots.

2. It’s September and I know we should provide winter rest for the plant meaning reduction of watering and fertilizer. However, in the past month there has been lots of new growths coming up. I am sure there is one keiki but not sure about the rest. Can anyone enlighten me on this? And should i stop watering/provide the winter rest or should i provide normal care?

I live in Italy and it’s early fall now. Temperature is 15-25, sunny all the time.

I’d really appreciate if anyone could help me.
