Can I save this tuber?
All my Pecteilis plants died (Not sure why) and all that's left is this odd-looking tuber. Does the tuber still look like it can grow and if so how do I grow it again (like what light level it should be at, media, soil wetness, temps, etc.)? Thank you!

Looks fine to me. It should be in growth by now. I would pot it up and see if it sprouts. My Medusa are in high spike, my radiata are in bloom and my lindleyana are sprouting.

Without care conditions, there’s no way to advise as to what may have went wrong.
It does look like this particular bulb is still alive.

Alright, how do I pot it to make it start growing? How wet should the media be? What should the media be? What lighting?

I use 40% potting soil, 30% medium bark and 30% perlite.
Indirect sun ok. No direct sun. Keep soil moist.

Remember, this plant is deciduous, so foliage will die back. As you have already been advised, pot it up and start watering.

Sorry for my lack of knowledge, but this looks almost exactly like a potato to me. This is an orchid tuber?

That's remarkable! I knew about the Orchis tubers but have never seen a picture of anything like this.
