Dipping them in cool water will not really help.
If they really do not grow warm, then you must keep your growing area cooler.
Since I don't really know what it is you have, it is hard to say what temperature range the plants should be growing in. But let's just play it safe and say the top of the temperature range might be at around 29.4 C (85 F) and the bottom might be around 15.6 C (60 F).
Many Pleurothallis are actually intermediate temperature range growing. Few are either cool or warm growing, with an even smaller number of species being very cool growing.
