If magnets will stick to the pennies, then the pennies are definitely not copper.
They'd have to be iron based.
As far as making better use of your window, how about glass or plexiglass window shelving? Something like this >>>

The British penny was originally minted from bronze, but since 1992 it has been minted in copper-plated steel due to the increasing price of metal.
I think that I'll give the plastiglass shelves a go but I think that it'll be harder to persuade my wife rather than make the actual shelves
