Keiki? Or no?

This mini phal seems to be 2. Can someone just take a quick look and tell me if the smaller one is a keiki? And what do i do from here? It was a present so i didn't get to see any of it progressing to this point. They seem to share the same 1 roo wich of course I nipped when snipping off the dead roots. There was only 2 other viable roots eft and they belong to the bigger plant.
