That's sure where I would've started. (remove sheath and let dry). You can always operate at a later time if it continues.

And what is a sunny day?

There's still the sheath inner layer adhering the pbulb. It's very thin and transparent. I'll let it dry a bit more to remove it 'cause it's preventing direct contact with the air.
