These plants come from a region with a prolonged cool dry rest (and very little dew).
Without the dry rest, mature plants won't bloom. I advocate to stop watering 100% by mid/late October. Do not water till you see flower spikes (in Feb or Mar).
For young plants, I would provide some water throughout the winter. They will then start the next new growth on their own schedule.
