Many orchids only bloom once a year. So nine months is too short of a time to draw any conclusions at all. There's not much that can be done to "make" an orchid bloom... it will do what it wants when it wants. If more than a year or two goes without a mature plant such as this blooming then more light might be a goal. But with your heat, any more light might lead to sunburn. Also, when the plant had its environment changed, it might have needed a little time to adjust and so miss a bloom cycle if there was one. Since it appears to be exposed to the outdoors, it should get whatever temperature differential between day and night that is available... this time if year, not much probably, but at other times of the year perhaps it will get more (that can be a factor in blooming too) But this type of Dendrobium should be fine with heat - it is tropical. So it is likely that the only thing you need to add is patience. Orchids don't do anything fast....

This is just my experience, but in my state here in the US, we can get up to about 105 F to 110 F, certainly not 123 F (Rajistan) Nor 135 F (Death Valley). I must bring all my orchids, even my cattleyas, inside at that time (105 F) because they will burn and I do not own a fan that I can put outside. When the really hot weather ends, I put them back out until winter, and then they come back in. I have a Dendrobium Phalaenopsis type and it blooms in the winter around December when the climate here is cooler. These plants can take the heat if there is also wind available. Fans do the trick, but I would monitor it at all times or just bring it in. Photosynthesis is cumulative, so a few days in lower light will not kill it. I really wish I had a solar-powered fan!

That orchid looks quite healthy. One difference, I suspect that the humidity in India is a lot higher than in New Mexico. If the plant is shielded from the direct blast of the noonday sun (which it appears to be) and is acclimated, it is probable that it is fine in those high temperatures that are close to, or just over, 100 deg F. (40 deg C = 104 deg F) Since phalaenopsis-type Dendrobiums are native to tropical climates, I don't think that its hot environment is detrimental, in fact it probably feels right at home. Give it time... orchids teach patience.
