Of course not, however it was an analogy, meant to convey the intent of settling and starting to grow. It will get used to it's surroundings, it will settle in and start to grow.

Every time you mess with an orchid by repotting it, you run the risk of setting it back. It damages roots, no matter how gentle you are, and the orchid has to reestablish itself (remember, most orchids are very slow growers compared to most plants!). Pot them, care for them and let them settle in and grow. Repot only when necessary
And I’m not sure what light meter app you are using but the ones that I have tried for my IPhone were way off compared to an actual light meter. For one plant though, the method that Orchid Whisper mentioned is great.

Mobile phone light meters don't work unless the app was written for the specific charge capture device (CCD, "camera chip") and operating system version in the phone.

Agreed! Put another way, plants are living organisms, and they have nutritional and environmental needs. Every time you move a plant within your home, move to a different home, repot it, or otherwise change its environment or its feeding and watering, it has to readjust to the new conditions, and that can take some time.

Hello, hi again.
My orchid is growing a new leaf. I'm not happy. It's supposed to be growing new roots.
I only have 1 good strong root left. How do I force the orchid to grow new roots?

You don't. It wouldn't grow a new leaf unless the roots are adequate. I expect roots will be along soon.
