You can cut it pretty low, just be careful that you don't nip what you don't want to nip. (It is really easy to nail a new spike that might be next to it) There is no rush... those old spikes are not attractive but don't hurt anything if you just leave them. When they are brown and crispy they are easy to snap off and it's obvious what is dead and what isn't. Personally, unless I am planning to display an orchid, I don't rush to cut old spikes. It's too easy to accidentally get a developing one that is nearby. (Learned from hard experience
