I cannot answer the "will it..." but I will say that "it can" if you treat it right.
  1. Completely immerse the plant in a KelpMax solution for several hours.
  2. Pot it up in fresh medium, and water it in with that solution.
  3. Invert a clear plastic bag over the plant and pot, to trap humidity. Don't close the bag.
  4. Keep the plant very warm and shady. it will grow roots in a few weeks, and the bag will help keep it from desiccating while it gets there.

I have one like that, too. So in addition to what Ray mentioned, I wrapped wet sphagnum moss around the base and kept it wet all the time (spraying with water every 1-2 days). The plant I potted in bark, only the base where I want the roots to come out is wrapped in sphagnum. No bag on top though. It now has a few roots coming out. Hope it works for you too

Ray, I repotted it using moss. As you can see the velamen of the roots are all gone, left with only the inner core, cortex. Can this phal still absorb water and can these cortex touch the moss?

I am no expert but what I did was Take a bounty towel, wet it and then wring out excess water. Then rub the leaves and under the leaves with it. I heard they can absorb some water through the leaves. It looks like your plant still has some nice turgor.
