Water catasetum while in spike?

I have a Monniera Millennium Magic ‘Witchcraft’ which has just started growing two spikes. At the same time these spikes began emerging, the leaves started to turn yellow, a few of which are now completely yellow. Should I withhold watering so it can go into dormancy since the leaves are beginning to wither or should I continue watering to support the plant in spike?

I had began watering less frequently a few weeks ago, and I haven't fertilized since probably October. If I should water, should I also fertilize?

I would take my cues from the leaves. If they are yellow, the plant doesn't need much in the way of water. Definitely don't fertilize. If the pseudobulb is nice and fat, it will probably not need any water at all to grow those spikes. If you notice the bulb shriveling, a light watering around the perimeter of the pot won't hurt.
