Anything that puts water into the air will deposit water on surfaces. How much will depend on how long the device runs. I don't see how a fogger would be significantly different from a mister. What do you mean by saying a mister would overwater?

Misters tend to have much larger droplets that accumulate and pool leading to over watering in the bottom of my orchidarium. A fogger has tiny droplets that evaporate fast for humidity.... I currently water with a spray bottle so misting is taken care of.... I need something to raise my humidity. I just know from past experience the old submersible foggers changed the Ph of the water. I have been doing more research and the repti-fogger looks much better then the old submersible foggers. Mostly its plastic and the ultrasonic disc looks like better metal.....
