I have had a Phrag. Wossner Super Grande for 7 years and not one single bloom. Every year or two I repot it cleaning away all dead roots etc. The roots look good and I always have several new growths which I am getting now. I use a phrag mix and it is getting dappled west sun in afternoon as it is under a dogwood. I live in Ohio so temps can get hot in the summer but we also have high humidity. My leaves are a lighter green than I have seen on posted blooming ones. What do I do to get this stubborn plant to bloom?

Try giving them temperature therapy....Most Phrags prefer intermediate temperatures with nights in the upper 50's to the mid 60's then let them enjoy the day temperatures in your zone....in this cooler temps, keep them somewhat drier as well, not soggy wet.

Are our daytime temps too high 80's to 90's ??and late aft.light from west under a tree ?

Personally, I'd approach it in three ways:

1) More light, but morning sun; shady in the heat of the afternoon. Also consider growing it indoors, where it will be cooler.

2) Use a very "open" medium, and water the hell out of it, often.

3) Reduce the fertilizer concentration or frequency (I am assuming you feed regularly), and add a teaspoon of Epsom Salts per gallon, once a month.

Actually, I'd combine the two pieces of advice you got already.

Yes, water the hell out of it, but also do not allow the media to stay soggy.

Yes I will move my plant to east morning light and then it will get afternoon shade and I will water it as much as possible not allowing it to become soggy. I do think my mix is ok and I will bring it in at the first sign of cold.
