There are vendors that ship "internationally" but the required documents (phyto-sanitary, CITES, import permits, etc.) will cost you many more times the cost of the plants.
If you don't already know it, read the
convention here. Find out what the import requirements are in Israel.
Make friends in the local Agri-horti-Botany sciences/industries, they are likely to know specifics on importing.
Here is an example of the
terms from one vendor in Europe. I suspect all other vendors will be similar. Basically, there is expensive paperwork and it will be your responsibility.
