The best way is to get one of these devices. They are cheap and serves the purpose.
There are lots of brands with different combinations and prices in a wide range.

That a new root is growing is quite a good thing! A sign of life!

I would hold off on fertilizing, at least for a bit. Orchids have extremely love fertilizer needs. Once you see positive growth you can begin fertilizer.
