I think PaphMadMan might have diagnosed it - this species is somewhat of a cool grower. How much night cooling it needs (as opposed to "tolerates") I don't know, but I have one that grows quite nicely outside in southern California USA. It is fine with winter nights near freezing, it certainly gets a wide diurnal range pretty much all the time. Your leaves look better than mine, but I do get flowers.(It loses some leaves in winter, but then it puts out new growth vigorously) From your location, I think that you should be able to grow this plant outside most of the year if not all the time. At my house, it gets a temperature range from about 35 deg F (2 deg C) on a few winter nights to more than 90 deg F. (32 deg C) in summer. Quite a hardy plant.
