Most people repot most orchids every 2-3 years. Ideally the plants grow so much they get too big for the pots in that length of time. Many people choose pot sizes with that in mind. A bigger pot than that often stays too wet for too long. Bark tends not to last much longer.
The best time to repot is generally when plants are making new growth, and always when they're just starting new roots. Early winter in temperate zones is rarely a good time to repot. Maybe wait until next spring.
